Orange County, California was officially born on August 1, 1889. The Board of Supervisors met for the first time on August 5, 1889, and William H. Spurgeon became the first Chairman of the Board. When Orange County was formed, there were just three incorporated cities and a population of about 15,000. Today, there are 34 incorporated cities, and a population of more than three million.

Metropolitan Transportation Commission (MTC) was created by the California Legislature in 1970 and was largely focused on planning for the expansion of the region's transportation network. In the ensuing years, lawmakers in Sacramento and D.C. have given the agency broad powers involving the planning, financing, coordination and management of transportation. MTC is a regional government agency that is classified as a metropolitan planning organization (MPO) and is subject to scrutiny from the State of California and the federal government. Its board is comprised of local elected officials from across the region, and it has wide discretion on how to spend federal transportation dollars at the regional and local level. However, most of its budget revenue comes from local sources such as bridge and expressway tolls.
